Take a recent European e-commerce account we analyzed. During its initial prospecting phase, the CPM remained stable at around €8–€11 for over two months. Suddenly, it surged to over €25, driving CPC up from €0.30 to nearly €0.80–€0.90—almost a 3x increase. Curiously, the CTR actually improved during this same period.
When this data pattern emerges, do not immediately assume creative fatigue. CTR and CPM measure two entirely different variables:
- CTR tells you how compelling your creative is to the audience seeing it.

Feed, Stories, Reels, and Audience Network have vastly different CPMs. Under Advantage+ Placements, Meta dynamically allocates budget across these inventories based on real-time opportunities. If the algorithm suddenly shifts your budget from cheaper placements to premium Feeds, your overall campaign CPM will spike significantly.
2. Break Down Demographics and Devices
Don't just look at campaign-level data. Break down the performance by age, country, device, and placement. Compare the "before and after" periods to see if there has been a shift in Spend Share. Utilizing the Breakdown tool is far more effective than simply duplicating a campaign to "see what happens."
3. Track Post-Click Funnel Metrics
In our case study, the most alarming metric wasn't the doubled CPM, but rather a 4x to 5x increase in Cost per Add-to-Cart (ATC). If traffic costs rise, backend costs will naturally follow. However, if your ATC cost deteriorates at a rate far outpacing your frontend CPM increase, it signals a shift in landing page conversion, traffic quality, or user purchase intent.
To pinpoint the bottleneck, map out your funnel sequentially:
CPM → Outbound CTR → Landing Page Views (LPV) → Add-to-Cart (ATC) Rate → Initiate Checkout → Purchase
This sequence helps you determine whether you are simply paying more for impressions or if the newly acquired traffic is fundamentally harder to convert.
The Trap of Constant Duplication
When CPMs spike, many media buyers panic. They duplicate campaigns, reset ads, or constantly tweak budgets. If the issue stems from delivery mix or auction dynamics, launching an identical campaign will likely land you right back in the same expensive auction pool.
